**NOTE: Coloring the polygon borders was not effective for this map because of overlap at the county edges. Depending on the drawing order of the counties, one or more sides (or partial sides) of a given county would be obscured by its neighbors, resulting in mismatch of colors in the interior and the border. A possible workaround would be to apply a small negative buffer for all the counties. This would entail transforming into a projected coordinate system, performing the buffer, then retransforming back to WGS84 (plus some trial and error to figure out how much to buffer by).
